Client Description:

Adecco Romania is recruiting for its client, a global leader in the construction field, a Procurement Technical Requirements Expert, based in Bucharest.


Responsibilities:

1.Coordinate and plan the External Costs validation process in the Bidding Phase

The resource is responsible for coordinating and planning the External Costs validation process during the Tender Phase. Ensures the cross-coordination among the various functions involved in the process (internal and external) with the goal of achieving technically and economically robust outputs in time with tender needs. During the overall process, represents the focal point for both Tender Technical Team (Proposal Manager/Bid Director, Technical Coordinator, Chief Estimator/Estimators, Plant&Equipment) and Global Supply Chain team (Bidding Support & Project Startup).


2.Delivery Strategy (Make or Buy)

Following the bid study and client’s requirements, defines a winning Delivery Strategy by interfacing with the Proposal Manager/Bid Coordinator as well as with Operations, Technical Coordinator, Chief Estimator and Bidding Support and Project Startup representatives. The Delivery Strategy definition, or Make or Buy Strategy (self-performed activities vs subcontracted activities), has the goal to best combine company’s know how, local knowledge and experience with market’s capabilities and capacities having the goal of submitting a proposal with the highest value for money. Where deemed more advantageous, the Execution Strategy can foresee a hybrid between Make or Buy (ie directly supplying main materials to subcontractors). The resource is responsible to keep the Delivery Strategy updated with the bid study evolution as well as ensure that requests for quotations are always updated and mirror the Delivery Strategy itself.


3.WP List and Work Package development

As a direct result of the Make or Buy Strategy, identifies a Summary List with the Work Packages worth investigating the market with. Prioritizes work packages based on project delivery needs and available company data to maximize cost coverage through accurate and competitive market offers.

The resource is responsible for the preparation of the Work Packages identified, after careful review of Tender documentation and Tender study (methods, planning, technical specifications, master plan). The resource evaluates the right moment to go to the market, based on tender needs and timing (i.e. design and methods progress) as well as market constraints.

The resource prepares or drives the process for work package development by building up the Scope of Works aligned with the Delivery Strategy, technical and economical specifications to be reflective of the bid study (planning and estimating). According to the bid study needs, the WP is integrated with requirements for HSEQ, Risk and opportunity and contracts T&Cs. Where needed, the resource engages and collaborates with

specialists in order to prepare the Work Packages (Technical Coordination/ Design Services/ Product Engineering/ P&E/ Planning/ Operations/ Consultants).

The resource is responsible to transmit the WPs to the Bidding Support & Project Startup in charge of market investigation. The resource is also responsible to keep the WP List updated according to the bid study development and inform the team (add, delete, modify WPs) as well as to keep the Work packages updated according to project’s requirements changes, if deemed relevant.


4.Technical alignment and clarificationTechnical alignment and clarification

The resource leads the technical alignment of the offers received and promptly gives feedback to requests for clarification by involving the technical team where needed. Facilitates technical meetings with Subcontractors as necessary during the bid study.

This process must ensure the accuracy and compliance of the offers received to the requirements sent. At the same time, where allowed by client or can bring competitiveness, the resource can introduce to the team alternative technical proposals from the market.


5.Impact monitoring of incoming offers

The resource overlooks the entire process from the Bidding point of view, continuously assesses impacts on the estimate throughout the process by anticipating and conveying criticalities, whilst keeping the delivery strategy updated to capture every practical efficiency possible.


6.Economical comparison and supplier selection

The resource ensures the compliance of economical comparisons of offers and suppliers selection done by the Bidding Support and Project Startup in order to ensure as well competitiveness of costs. Facilitates understanding of inclusions/exclusions that will be incorporated by the estimating team into the costs.


7.Handover to estimating and Resource list verification

The resource manages handover of recommendations from Bidding Support & Project Startup to Estimating, ensuring that data are accurately captured in the Estimate (Resource List). The resource is responsible to deliver the Resource List to Bidding Support & Project Startup for final approval.


Candidate Profile:

Degree in Civil Engineering, Construction or similar

• 6/8 years of working experience in the construction field, industrial or similar

• Experience on construction site preferred

• Familiar with principles and best practices of supply chain management

• Available for short missions nationally and/or internationally

• Advanced knowledge of MS Excel

• Extensive software skills (Microsoft Word, Outlook, Powerpoint & Excel)

• Able to work independently and as part of a team

• Strong communication skills

• Strong organizational abilities and coordination attitude

• Time management skills

• Proactive and multitasking

• Goal oriented and adaptive

• Curiosity and interest to broaden technical knowledge
