Client Description:
Adecco Romania is recruiting for its client, a major player in the road and highway construction sector, a Tax and Legislation Manager (Accounting and Finance) for Bucharest.
Responsibilities:
Organize, guide, advice, control, and ensure the efficient operation of accounting and financial activities in compliance with current ︁Romanian legal provisions.
Ensure all accounting operations are performed accurately and in accordance with applicable accounting standards valid in Romania.
Ensure timely and accurate submission of tax declarations and financial reports to the National Agency for Fiscal Administration (ANAF) and the Ministry of Finance (MFP).
Monitor relevant legislative changes and ensure compliance with new tax regulations.
Ensure the correct implementation of legislative changes in the company's Saga system.
Coordinate statutory audit activities and the annual inventory process.
Organize and control over the company’s assets operations.
Ensure reporting to the National Bank of Romania (BNR) and the National Institute of Statistics (INSSE).
Approve work related to stock accounting, tracking, settlements, cost-revenue analysis, balance sheets, and system analysis according to Romanian legislation.
Represent the company in inspections by state institutions.
Working in Big Four companies is a very important advantage.
Ensure the preparation of all needed economic reports according to the Romanian legislation such as regulated accounting records, distribution tariff justification, investment plans, etc.
Collaborate with other departments within the company for reporting purposes.
Ensure the preparation of documentation for accessing external financing, such as leasing, bank loans, or group loans.
Ensure the issuance and submission of bank guarantee letters for the company’s concession contracts.
Capable of maintaining and manage relationships with management located both in Bucharest and in Ankara and related external institutions.
Supervise the economic implementation of investment projects: financing contracts, correspondence with local authorities/partners, opinions on implementation legislation, project guarantees, communication with contractors, project financing etc.
Contribute to the development of investment plans and associated budgets.
Ensure investments are carried out according to the regulations and laws valid in Romania.
Prepare economic documentation for procurement procedures initiated by the company.
Economic documentation for the company’s participation in public tenders.
Participate in the evaluation committee for the acquisition of works and services, ensuring the verification of mandatory documents according to the legislation.
Candidate Profile:
Education:
Bachelor’s degree either in Finance, Accounting, Economics
Experience:
Experience in the construction and energy sectors quite enough to know all the legislation in Romania
Using Saga Soft is an added advantage.
Professional Qualifications e.g., ACCA, CECCAR are a significant advantage.
Knowledge:
Strong knowledge of accounting, taxation, budgeting, and industry-specific regulations in Romania
Advanced English proficiency.
Experience working with regulatory authorities and financial institutions.
Skills:
Excellent organizational skills.
Advanced analytical capabilities and strong communication skills.
Ability to make strategic decisions based on detailed financial analysis.
Working Conditions:
The role is primarily office-based, with potential travel to various company locations and meetings with regulatory authorities, financial institutions, and shareholders.
